Illinois Warrior Assistance Program Covered Services
The Illinois Warrior Assistance Program provides confidential assistance for Illinois Veterans as they transition back to their daily lives after serving our country. Proudly offered by the State of Illinois, our goal is to help service members and their families deal with the emotional challenges they may be facing.
What the Program Offers
- 24-hour access to help. Call 1-866-554-IWAP (4927) day or night to speak with a clinician, highly trained in Post-Traumatic Stress Disorder (PTSD) and Traumatic Brain Injury (TBI).
- In-depth PTSD screenings.
- In-depth TBI screenings are available to all interested Illinois Veterans, especially those returning from Operation Enduring Freedom (OEF) and Operation Iraqi Freedom (OIF).
- Additional help and treatment for PTSD or TBI is offered for eligible Veterans.
Services Covered by IWAP after a Positive Screening
Post-Traumatic Stress Disorder
- Referral to appropriate service provider
- Care coordination
- Counseling
- Psychotherapy
- Prescriptions for behavioral health pharmaceuticals
- Intensive outpatient services
- Referral to State of Illinois Dept of Veteran Affairs (IDVA) Veteran Service Officer (VSO) to help the Veteran apply for all applicable state and federal benefits. IDVA is a State of IL agency and will not release Veteran information to any federal agency unless directed to do so by the Veteran.
Traumatic Brain Injury
- Referral to appropriate service provider
- Care coordination
- Counseling
- Psychotherapy
- Prescriptions for behavioral health pharmaceuticals
- Neuropsychological testing
- Intensive outpatient services
- Physical therapy, speech therapy and occupational therapy services
- Referral to State of Illinois Dept of Veteran Affairs (IDVA) Veteran Service Officer (VSO) to help the Veteran apply for all applicable state and federal benefits. IDVA is a State of IL agency and will not release Veteran information to any federal agency unless directed to do so by the Veteran.
Eligibility for Treatment in the Illinois Warrior Assistance Program:
If a Veteran has a positive screening for PTSD or TBI, the Veteran shall be eligible for additional diagnostic review and treatment for PTSD or TBI if the Veteran meets all of the following:
- is a resident of the State of Illinois
- is no more than 64 years of age, unless uninsured
- served for at least 180 days of duty after initial training
- is not an inmate of a public institution
- is not a resident of a nursing facility
- does not have healthcare coverage OR does not have coverage for diagnostic review and treatment for PTSD or TBI included in their healthcare coverage and
- is not eligible for USVA services OR is eligible for USVA services but such services or coverage is inaccessible because:
- the nearest site providing necessary services is more than 75 miles from the Veteran’s home
- the Veteran does not have transportation to a covered provider or
- the Veteran must wait more than three months for an appointment with a covered provider
- the Veteran does not have transportation to a covered provider or
- Veterans who do not meet the requirements listed above will be referred to an appropriate source of follow-up care.
Eligibility Exclusions and Terminations
A Veteran shall not be determined eligible for the program under this Section if:
- The Veteran is an inmate of a public institution
- The Veteran is a resident of a nursing facility
- A Veteran's eligibility under this Section shall be terminated if the Veteran:
- Loses his or her Illinois residency
- Attains 65 years of age, or is uninsured
- Becomes enrolled in medical assistance under the Public Aid Code, health benefits including rebates under the Children's Health Insurance Program Act or the Veterans Health Insurance Program Act
- Becomes an inmate of a public institution
- Fails to report changes that affect eligibility for the program
- Asks to terminate the coverage
- Is no longer eligible based on any other applicable State or federal law or regulation
- Failed to provide eligibility information that was truthful and accurate to the best of the Veteran's knowledge and belief and that affected the Veteran's eligibility
- Was incorrectly determined eligible
- Becomes covered by accessible health insurance
- No longer needs treatment for PTSD or TBI
Following termination of a Veteran's coverage under the program, the Veteran may re-enroll for services under this Section if the department or its designee determines that the Veteran continues to qualify for treatment for PTSD or TBI.
